Lemon and Fresh Herb Potato Salad

3 pounds baby red potatoes
Kosher salt
3 tablespoons unseasoned rice vinegar
3/4 cup Hellmann's mayonnaise
1 1/2 teaspoons finely grated lemon peel
1 large celery stalk, sliced in half lengthwise and then sliced crosswise into 1/4-inch slices
1/4 cup chopped fresh parsley
1/4 cup chopped fresh basil
2 tablespoons chopped fresh dill
Freshly ground black pepper

Place potatoes in a large saucepan, cover with cold water and add 1 tablespoon of kosher salt.  Bring to a boil and cook until tender, about 15 minutes.  Drain and cut into 1/4-inch thick slices and place in a large bowl.

Whisk together the vinegar, Hellmann's mayonnaise, lemon peel, celery and herbs until combined and season with salt and pepper.  Pour the mixture over the potatoes and gently fold to combine.  Season with salt and pepper.
